First and foremost, Thiên Hy Long Vietnam Information Technology and Media Joint Stock Company (Chicilon Media) would like to extend our warmest greetings and sincere thanks to our valued partners for your trust and continued support.

As a pioneer in the digital media industry within buildings in Vietnam—with a 90% market share in elevator advertising (according to Kantar Media 2025)—and the only senior advisor of the Vietnam Advertising Association, Chicilon Media recently became the subject of misinformation circulating on social media. These false claims allege that our advertising screens have integrated cameras used to "monitor residents and violate privacy." In order to prevent misunderstandings and undue concern, we would like to clarify the following:

LEGAL BASIS:
According to Clause 1, Article 2 of Decree 13/2023/ND-CP on the protection of personal data, personal data is defined as information in the form of symbols, letters, numbers, images, sounds, or other similar formats in electronic environments that are associated with or help identify a specific individual.

TECHNICAL CLARIFICATION:
According to Safety Assessment Report No. 100/BC-VCS issued on April 21, 2025, by Viettel Cyber Security—a reputable cybersecurity inspection unit in Vietnam—Chicilon Media’s advertising screen system:

  • Has no functions for photographing, video recording, storing, or transmitting images or videos;

  • Does not integrate any technical modules capable of facial recognition, personal identification, or the collection/analysis of any personal identification data.

The camera module integrated into our devices is solely for anonymous foot traffic analysis. Its purpose is to optimize advertising performance, enhance content delivery accuracy, help brands identify high-engagement time slots, and improve operational efficiency and energy savings.

CHICILON MEDIA’S COMMITMENT:
All camera modules integrated into Chicilon Media’s advertising screens are not security surveillance devices. They do not and will not engage in any activity involving the collection, identification, analysis, storage, processing, dissemination, transmission, sharing, or destruction of any personal data. All system functions and operational procedures strictly comply with Vietnamese laws, including:

  • Decree No. 13/2023/ND-CP on personal data protection;

  • The Cybersecurity Law;

  • The National Security Law;

  • And other relevant legal documents.

LEGAL MEASURES BEING TAKEN:
According to Article 110 of Decree 15/2020/ND-CP, any act of providing or sharing fake, false, distorted, defamatory, or reputation-damaging information about a business may be fined from VND 10,000,000 to VND 20,000,000, or prosecuted under Articles 156 and 288 of the Penal Code in serious cases.
In response to the current spread of false information about Chicilon Media on social media, we are actively collecting evidence and have sent official requests to the Ministry of Public Security and the Ministry of Information and Communications to investigate and strictly handle any organizations or individuals responsible under the law.

Should any organization or individual be found deliberately spreading false information or obstructing our lawful operations, Chicilon Media will take all necessary legal actions and promptly report the matter to competent regulatory authorities.
